Meta charges per delivered template message. This changed on 1 July 2025 — before that it billed per 24-hour conversation window, so older guides you'll find online are out of date. Only three template categories are billable: marketing, utility, and authentication.
The API itself has no licence fee from Meta, and any message you send inside an open 24-hour customer service window is free — including replies to a customer who messaged you first. You pay only for template messages you initiate outside that window. Your provider may charge separately on top.
Meta sets rates by the recipient's country, so the same marketing template costs a different amount to a customer in Nigeria than one in South Africa or the US. If you sell across several markets, run the calculator once per market and add the totals.
Most businesses reach the API through a provider such as Twilio rather than connecting to Meta directly, and providers add their own per-message fee on top of Meta's rate — commonly $0.003 to $0.010. The calculator has a field for it so your estimate reflects the bill you'll actually receive.
